The application process is as follows

Ulster University, Oxford Brookes University, and University of Northampton are authorised OSCE test sites in the UK. Applications also take a candidate’s communication skills into account. Candidates may submit their applications using either their IELTS or OET results (Occupational English Test). The following are the English language requirements for IELTS:
● Minimum score of 6.5 in writing
● Minimum score of 7.0 in reading, speaking and listening
● Overall minimum score of 7.0
Two IELTS test scores can be combined if
● The tests are taken within six months of each other
● All four sections are tested
● All scores in both tests are above 6.5
● Writing score is at least 6.5 and at least 7 in reading, speaking and listening in
either of the two attempts

In the second table, the candidate has a score less than 6.5, hence the application would not be accepted.
For applications that use OET scores, a candidate’s certificate must confirm a minimum grade of “B” in reading, writing, listening and speaking.
Two OET test scores can be combined if
● The tests are taken within six months of each other
● All four sections are tested
● All grades in both tests are above C+
● All grades in both tests together are grade B or higher
